What does this part of the light do?

On the '89 Pessima, there is a part of the rear light that does absolutely nothing, and I have turned on all the lights possible. What do they do?

Hmm. I don't know. I didn't think Japanese cars had the rear fogs. Plus rear fogs are red, not white. I think that is probably just a reflector.

 

Many japanese cars have rear fogs but yeah you're right, rear fogs are red.
