    Isn't 1.90Ghz kinda slow?

Maybe your PC just can't handle that amount of nodes and beams, If you try removing the wheels or any other part you should get the same FPS boost, kinda.
Press J it will pause the physic, if you see an increase on the FPS, then your CPU is too slow.

Minecraft requires nothing to run (Look up "Minecraft xbox360 edition :p), gta 4 is around 4 years old and (For example) The physics of your player is made of about 20 joints, the physics of a bumper in BNG is somewhere around 1000, and for every joint, your cpu has to work out, where it is, is it moving, whats it connected to, health, stress, nearby objects, ect. Times that by 10,000 Nodes for a small vehicle, and 1.90ghz (1900mhz) with start to strain and slow down, a driver update will probbaly not help noticeably

No wonder, your computer speed is from the middle ages. Build yourself one you can be proud of, cause right now my cellphone more powerful than your computer, sadly.

Yeah, no. Gabes bumpers have around 10 nodes in them, 11 including the reinf node. The whole car consists of probably around 250-300 without wheels.
