Can't use the wind speed and cloud cover function

The only thing I can change in the weather tab is fog density, but the wind speed and cloud cover sections are grey and can't be changed. Typing command in console doesn't seem to do anything. Is it supposed to be like this?

The wind speed and the wind app are two different things, by the way:

The wind speed in the Environment menu is the speed at which the clouds in the sky move.
The wind speed in the Wind app is the speed at which the wind that actually blows things like vehicles, and there you can adjust the direction as well.
