Whenever I pause the game my CPU usage sits at about 80% and my graphics card sits at 100%. My question is, why when the game is paused is usage so high? There's nothing happening in the game so why is the hardware still running at maximum?

Because the GPU is still rendering the game.
If you don't have an FPS limiter, your GPU will work to get the highest FPS.
If you cap your FPS, your GPU will not 'overwork'.

CPU also has it's role in the rendering.

Ok yes, makes sense. I'm not satisfied with that answer though, but I don't know how to ask what I mean so owell ¯\_(ツ)_/¯

GTX 1080 FTW GAMING, but I play on a 4K TV with all graphics settings at max. I'm just saying why would the card be rendering that requires it to work so hard when nothing in game is happening? What calculations is the CPU doing when the game isn't doing anything???

The still "picture" you see ingame still get's rendered "again and again" at the FPS you can get.
If you'd like to pause .drive for a while to do something else minimizing it in the taskbar works on my end to stop the graphics card from rendering.

remember 4K is 4 times more pixels than a 1080p image so your graphics card is working much much harder
