I have been trying to do things at night on maps but the highlights on all cars won't illuminate anything. Does it have to do with graphics settings? What do I need to fix?

Yes. Lowest graphics settings tend to disable illumination with the ground and on nearby objects. Simply changing to higher graphics settings will allow you to use your headlights.

    In essence:

(LOWEST graphics settings - Headlights do not produce illumination, and as such, does not produce light on nearby objects.)

(LOW - HIGHEST graphics settings - Headlights produce illumination and as such, provides illumination on nearby objects).

If your computer can't handle higher graphics, I suggest you stick with LOWEST graphics settings. But if you really want to see, but still maintain reasonable FPS, I suggest LOW graphics settings.
