How do I create my own sound mod?

Hello!

I just wanted to ask here, because the internet did not give me the awnser i needed.
Also i did not find that helpful posts in here so I hope my question gets awnsered here.

The standard car sounds are boring and are uncomfortable to listen to.
So I wanted to create my own one and maybe upload them if they sound good.
