I can use 3d modeling software and I would like to think I am good at it but, I just don't understand blender at all any help would be nice so any basic tips or things is what I am looking for I can't figure out the tiniest bit of precise measures for it.

What exactly are you struggling with? You certainly need to get used to the layout and keystrokes but that only happens with practice. Just mess around for a while, following tutorials and modelling simple objects. You'll get the hang of it. I remember, years ago when I started using it and everything seemed so complex. With some experience it's a lot easier!

Yes. When moving your selection in edit mode (face/vertice/edge) press x,y or z to move it in that direction (side to side, forward to backward and up and down). Also you can type in the distance you want to move the selection too.
Seriously though, just have a look at some basic tutorials on youtube. There are thousands and will explain the basics.
