When i try to download mods and it completes, it comes on a program: Notepad. i tried to get into it but it doesn't respond. Do i have to put the notepad into vehicles? Or is it something wrong with the download?

You dont need Notepad for downloading mods. The mods are mostly in zip packs, easily unpack with 7zip and put the unpacked in the diroctory: User(or something different)/BeamNG/vehicles

Somebody likely re-associated either .rar or .zip files with notepad. :p
When you download a mod that is a text document, right click on the downloaded mod and click "open with... Winrar Archiver", or 7zip depending on which you use. Step1.png
If this works, Then right click on it again, and select Chose default program.... Step2.png
And then select your archiving utility (WinRAR for me, 7zip for you?) and click OK. step3.png
This will change the default program back to WinRAR/7zip.

Unless he is downloading engine mods, or suspension mods that are just the JBeam file alone, then he has to put it in the suitable vehicle folder.

It's usually rare for someone to upload a mod as a bare text file. I do it sometimes, but these are usually fixes to something else and not deserving of their own thread.
