If your looking to build a PC with those specs and to be in the budget I'd get a x4 965. Surprisingly they are slightly faster. I don't know though with how beamng handles multiple cores so hopefully another forum member can ahead some light.

I currently run an i7 3770 Quad Core 3.4GHz, a 650ti and 8GB DDR3 1600. I find that the quad core can handle more cars and get better FPS than your average dual core. Your core would suit BeamNG and most other games nicely :) The only thing with your graphics card is that it's slightly older, but if you look on steam the recommended requirements for most high end games is a 460 - 480, so i'm sure it will work good. And the ram is excellent, it's like the standard for most gaming pc's these days :D

This is almost identical to my build:
    Phenom II X6 1090T BE @3.2Ghz
    GTX470
    8 Gigabytes DDR3 1600Mhz

If the 1090T or 1100T isn't to much more i would recommend getting one, they are really good for over clocking if you have a good cooler, and can run up to five cars pretty easy.
