You have the game on Steam?
Try to uninstall and reinstall it. Will force Steam to download the latest version.

 

From which store you purchased the game from?

It's very strange that Steam hasn't updated it.
Uninstall and install the game again from Steam, it will force it to update it.

 

You should have a 'Delete Local Content' option (to uninstall the game).
If not, can you take a screenshot of the options you see when you right-click the game on your Steam library?

That's a shortcut (Steam lets you add non-steam games inside your library as shortcuts)

Steam will not touch those, as those do not belong to Steam.

You just need to wait, a repository moderator will check your mod and approve it if there is no problem (or contact your via private message if needed). Usually takes 1-2 days (non-weekend)

The game is not showing as a 'Steam' game (ie. as a game you bought on Steam, but as a non-steam game you added to as a shortcut to your library)

That means that you have no purchased the game with that account.

Steam does not download any games in the 'download' folder.
It's possible you purchased the game from Humble Bundle instead?
You can check that by going into the order history of what you used to pay (ie. Paypal, Credit Card, etc). The name of the store should show up in the order history.
