How do I get a better frame rate?

    Ok I'll translate that for you:
    Today the graphics card is the most important part for gaming. All the other stuff like RAM memory or CPU power is secondary, since the GPU on the graphics card does almost all of the work. So: if you only have a simple onboard graphics chip, there basically is nothing you can do but upgrade your PC: there are no secret tips and tricks . Of course you can always reduce image quality in the game but that's it. Period.

    I have an old computer with a nvidia graphics card but it barely meet the intel core requirement and storage requirement so with the game run smoothly on that?

    It has intel core 2 duo and 4GB ram but a NVidia graphics card
    It has a dead battery so it has to stay connected to the charger

    My current computer has an intel i7 and 8GB ram but no graphics card

    If something you're planning on doing requires several cars to remain stationary, strip out their motors, radiators, and the brakes on at least one axle.

    Because all of these have thermals that the computer must calculate, removing them reduces the load.

    That's how I got this screenshot. It wouldn't have been possible for me otherwise.

    if you're running an 8400m GS, and you "barely" meet the "core requirement", you're using a bad laptop from 2009, and you are never going to be able to run the game well, no matter what you do

    Yeah... Im using a GTX 1060 6GB for my setup. You are just going to have to sell your soul or something to build a good computer.

    99% of the time you cannot modify core components like the CPU and GPU in laptops. Although you can, in many cases, buy external video cards, you'd generally be better off just building a desktop.

    yeah, sure, it says that, because many laptops come with hybrid systems that switch between integrated and discrete video cards for power saving

    you can't switch, so ignore you
