I think the first thing to ask is how well is your game running? Average FPS?
I've learned from experience that your FPS has to be sufficient in order for the wheel to track properly. 60 FPS should do.

    Cheers! :)

I'd recommend the over-60-FPS rate, as it minimizes input lag. Can you manage that with your current build?

Did you plug the USB cable on the USB 3.0 port?
If yes, try to plug it on the USB 2.0 port and see if that makes any changes.

    Some more stuff to check:

Laptops with dedicated gfx cards can have slightly increased delays, due to the image often having to travel from dedicated to the integrated card before being able to reach the screen or video port. If your laptop is "VR ready", this means its HDMI port will have the shortest image delay.

If you use an external monitor/screen/tv, make sure to set it in "game mode" (disable all possible post-processing and smart stuff it may have).

If you plug your wheel through a USB hub, please remove it and connect it directly to the laptop USB port. Some USB hubs can introduce delays.

Disconnect as many USB devices as is possible. This will reduce the chances of the motherboard USB host controller freaking out and potentially losing/delaying the steering wheel inputs.

Make sure you configure your graphics drivers to set the amount of pre-rendered frames to the minimum.

Try to use fullscreen mode (to bypass the delay of Windows window manager).

Turn off VSync to reduce the waiting time before images get sent to the screen (at the cost of possible image tearing).

Disable the ingame FPS limiter so that the game is able to run as high FPS as possible. More FPS = quicker checks for input. It can also help quite a lot with FFB response times.
