Shadows look fuzzy, despite highest graphics settings

I've noticed something odd... the shadows in my game are no longer crisp and clean--they appear fuzzy, and portions of them behave like static on a CRT television.

When I run the game on normal settings, it gets MUCH worse. On highest settings, it's acceptable, but it's still fairly annoying. Any shadow--even those cast on the dashboard and body of the car--give this grainy effect. Take a look the attached screenshots. The one taken of the Gavril truck was captured whilst the settings were on normal; the one taken of the car was captured whilst the settings were on their highest. In each instance, I was running the game at a resolution of 2560x1440 pixels.

Help is appreciated. Thanks in advance! (If your internet is slow, try right-clicking each thumbnail and choosing to open them within a respective tab.)

People can get their game to look like this

Shadows and everything are not grainy and ugly. No clue how.

Be prepared to be bombarded with "ShadOWS are SuPPoSed TO bE soFT". I've already made a thread about it

My game used to look basically like that, but something odd happened. I suddenly no longer have crisp shadows.

Guys, what are your in game time settings?

Shadows from lower light angle tends to be softer than when light source is more directly above.

What comes to shadows too soft, maybe if you live in area that is not very close to poles of the planet, but around me near the pole shadows tend to be soft most of the year, it is angle of light and distance from object that is casting the shadow to surface shadow is cast that affects how sharp or soft shadow's edge should be.

Maybe in game both ends do lack a bit, often you get too hard shadows, but also at times you get bit too soft, not sure if geographical location of the map is taken account in this, but play with time of day and that has clearly effect.

Regardless of the time of day.

And it's not about the softness of the shadows. It's just the ugly grainyness.

I get more of fuzziness with longer shadows.

Then again, it usually don't bother me as I don't stare shadows very closely, but surely shadows should change more dynamically and calculating shadows 500 meters away is bit waste of computing cycles.

Yeah, my shadows look sort of like those which appear in the lower picture; they look grainy and spastic. I swear that, until recently, the shadows looked clean and sharp. In fact, I used to be very impressed by them; but, alas, they've somehow become unrecognizable from their initial state.

Oh, and the antialiasing also looks as though it is barely doing anything.

I have been saying this for years now.
I posted on the forum about the problems with the shadows a long time ago. What i see is:
    - the shadows are better in the world editor than ingame.
    - the shadows disappear very close to the car if you are looking at your car from the sunny side (if you stand between your car and the sun)
    - the shadows stay longer before they degrade if you look at your car from the shaded side (your car is between you and the sun)

This is a known problem from 2-3 years ago. And i hope it can be fixed sooner rather than later.
It is so horrible to drive along with the new dynamic camera angles and see the shadow turn on and off under you car and the environment around you.

Shadows get worse when you are further away. Makes sense. They also get worse when you have smaller FOV. Doesn't make sense.
+The map also affects this. You should only compare pics from the same map...
