Capped at 10 FPS

Ever since a good while ago, my FPS has suddenly capped at 10 FPS while playing during the game, but now it's like that when I launch it. I can't handle it, and had joined the Geforce NOW waitlist, but until that happens I would like to fix my problem.

FX 8350 4GHz
12GB DDR3
Radeon HD 6850 (upgrading to a GTX 1060 later)
Windows 10 Home

and while its capped, my CPU is at 10% and my GPU is at 100%. It makes no sense that my GPU is doing CPU things. (When the CPU and GPU are maxed the GPU is a bottleneck, when the GPU is doing CPU things the CPU is a bottleneck) It doesn't make sense, Help?

Two things could be happening

Ram

Old hardware/Drivers
(try to get that 1060 asap for better fps)

Have you trying lowering your quality?

 

Go to the video settings ingame & see if you have an fps limit set to 10
