Strange icon

    That looks like some external DX11 hook, make sure that you don't have any hooks running and check again.

    That's an overlay of some external program, like MSI Afterburner.
    It does not come from the game.

    Why new GPU?

    If you do not want to see that thing on the game, you need to find the program doing that and close it, or disable that overlay function simply..

    I hope I understand your question right.
    MSI Afterburner and a GPU are completely separate things. One is your graphics processor (the GPU), while Afterburner is an overclocking utility (that has some other utilities included within it.)

    The 'BUF" icon is caused by an external program, completely separate from BeamNG.drive. In order to remove the "BUF" icon, you'll have to find the program responsible for it. You can probably find said program by opening task manager and looking for its process within task manager. Alternatively, you can just search your computer for the software.

    As for low FPS, how you fix it depends on the cause. What are your computer's specs?
