    Notepad++
    Gimp
    Blender
    7zip
    Spotify
    That's pretty much all I need, the wiki has some good projects, guides and examples to start from. Start with something simple like a skin or a licence plate and experiment a lot, I know it might look hard at first, but if you are morivated I'm sure you'll figure stuff out.

    FYI blender is the hardest to use if you don't know what your doing
    I would recommend looking up some tutorials.

    Blender's not that challenging to learn tbh; The most challenging part of it really is realizing that it's several editors all put together; Each one is for a specific purpose, and each has a few of its own key commands and whatnot. Your first day, granted you're watching or reading some tutorials. you should be able to make stuff in the 3D Viewer under Edit mode to some degree or another.

    For free software, Blender is very, very powerful, and can compete quite well (But not all the way,) with many paid programs. There's nothing else like it.

    Everything else that Taza and Keys mentioned, are pretty straightforward programs, and are useful for most content creation jobs.

    Also don't forget about the Wiki;
    This is a community effort at documenting the game. Yes its incomplete, but it's complete enough to serve as a useful tool to community content creators.

    If you need help with an issue you're having, granted you're not asking us to make the mod for you or do it for you, feel free to make a thread in the Mod Support sub-forum.

    Good luck with content creation/modding ;) Make sure to keep us posted.
