Also rather annoyed about the dynamic seasons; I've had, on and off, an idea for a racing game kicking around in my head for years now and part of the idea was to one-up the by-now-standard time and weather systems by adding seasons. Now they've done exactly that, but probably dumbed it down to make it easier to deal with.
Not surprised by the news at all. But then I met an FH4 Dev. They made a poor choice of wording when someone asked about Japan, and the UK was heavily rumoured too. Not a surprise at all. Also "alpha 0.002" from the original Japan leak doesn't match their version number scheme

I wish the new Forza was set in Russia. Just imagine all the cool possible features: potholes that rip your car apart or even engulf it whole, traffic oblivious to any driving rules, NPC drivers with bats, axes and BB guns attacking you for any reason or no reason, drunken pedestrians in the middle of the road and JDM cars breaking apart in crashes. Blyat!
For the sake of the gaming community, they really shouldn't. It would undoubtedly be the most toxic community in gaming.

Why not? I'd love to see an AAA racing game based in Russia. Imagine driving past Russia's gorgeous landmarks and iconic landscapes: (one stunt jump spot to rule them all) The game could have performance Russian cars that have seldom, if ever, appeared in racing games- Marussia, Lada 2105 rotary (140 hp version for law enforcement), Volga V8, ZiS 101A Sport, VAZ 21106 (160 hp sports version with 2.0 Opel engine) and some common ones just for fun. Drunken peds and hostile NPCs would be too much, but swerving to avoid potholes could stay. Inadequate drivers could as well- in racing games it's usually you who is breaking all the traffic rules, but how about some traffic cars doing it, too? And Russia ain't Russia without bad drivers. Oh, and traffic flow will have to be made like 10 times lighter: Even the ambulances can't get through this one!
I would've preferred it to take place in Canada. You get tons of snow, plenty of high-rises, and more rocky mountains (especially around Yukon).
I've got nothing against a driving game set in Russia. However, an online driving game set in Russia, featuring drunken pedestrians, and Russians with baseball bats would be a complete and utter shit show of edgy 13y/o's screaming "cyka blyat" at each other in abysmal Russian accents. It might even be enough to dethrone the League of Legends community.
There are plenty of Russian driving games, though it's more or less Unity-based games or app games, and it often involves just driving.
Most are generally a bit crap. Some have interesting idea's, but generally execution is poor, and code is full of bugs.
I'm really surprised that only one out of three American auto manufactures did well in these tests while the Japanese only managed an "average" score... I know this all comes down to age of design and costs, but still, passenger safety should be priority and not look like it's stuck in the 90's.
Drunken pedestrians and drivers with baseball bats could be omitted from the actual game, I added them just for the sake of humor. They don't even suit Forza.
