Turbo boost lossage

I get a lot of turbo boost lossage (actually no boost) in realtime but when I slow time by 4 or 8 times the boost is normal like it should be. Is there a way to fix it?

 

Lower graphics details so that you will have more fps, because low fps affects that. One thing to try might be to have fps limiter set to bit lower than what your pc can do at minimum, it might give bit more free processing power and maybe helps, but it might do nothing as turbo stuff is processed each frame, so you kinda need good fps for that.
