Cannot turn down shaders

I turned off PostFX and then turned all of the other settings to Normal, Normal, Normal, 8X, 2X, but the Shaders are stuck on High, and if I try to turn it down to Low or Normal, nothing happens. I can't even apply the settings if I turn it down. Help?

 

I think your shaders and lighting have to be the same. If one is on lowest the other has to be on lowest etc.

 

make sure the shader is the onlt setting you change after turning everything else down and applying it. then turn the shader to low in single steps.
