Scaling a Map

Hi All

So am I making a map and was wondering a few things.
The map needs to be to scale to make it worth doing. When creating a road and choosing the size, does that number relate to anything? EG if I type in 10 is that 10m or another unit of measurement?

For example a section of road is 14m wide and 250m long

 

Road width is in meters, so 14 would result 14 meters wide road.

Decal road shows debug length which is in meters.
