What do you test exactly? The beta testers do the testing. The version the public gets has no flaws and it's a whole update. Beta testers get very small updates whether if it's a jbeam tweak or a new skin.
Not good enough, in order to test mods, you must commit a lot into the community, as in supporting the mod by making good quality skins, doing some jbeam/other blender work, make maps, etc. the people who test out the mods are people who donate their work to the community on a regular basis, or has gained a lot of respect from it. There are probably too many beta testers at the moment and probably won't accept more for awhile (as far as I know)
