DOA = Dead On Arrival, if it's giving power at all (even if not that well, or slightly broken) it's not dead, it's just not working properly, idk about you, but my definition of dead is not working whatsoever, NWPOA would have worked better (Not Working Properly on Arrival) in that circumstance

This is a long shot, but is CPU power connected? I remember missing that building my friend's system and the symptoms are identical to what you described. It would be a 4 pin connector next to the CPU.

I doubt you need a 700W PSU for that rig, I'm only using a 600W and i probably need a lot more power than you.
I sounds like either a faulty power supply, if it is this then you will need a replacement.
A loose connection, Unplug and plug in all connectors again and remove and replace and PCI cards to check if and connections are loose.
Or a faulty power switch to test this unplug the power switch and CAREFULLY short the two pins it plugs onto for a split second and see if it powers up normally/Boots into the bios.
    Hope this helps.

So i had this happen on my old pc, if you have 4 ram slots try moving them to the next location (was my problem) and make sure you plugged the power reset in correctly. Also reset the cmos.

You payed $1200? I'm sorry to say this, but you really over payed for that. Where did you buy your parts?

Actually, i3s are decent solid gaming processors. For the price, the AMD FX (FX 6300 specifically) series is superior in every way, but still solid. I think he could expect about ~40-50 FPS, depending on vehicle.

OP, this might be a problem with the motherboard as far as I personally know.

ahahaha CPU boss is paid by intel or extremely bias, but you can see that it is better in everything but single core performance wise.

Why would you even use a source when you think it's biased? use my source instead, then.

What about power consumption? those fancy graphics don't show that (scroll down a bit more!)

Each one has their strong points, yes. You just got to pick the right one for what you are doing with it...

Considering most games (beamNG being a notable exception) use 2 or 3 threads, in some rarer cases 4, the single thread performance will probably impact them more than AMD's multithreading edge.

Consider that the integrated gpu Intel makes is pretty wack. So yeah, 1% over nothing is pretty accurate :p .

One thing you could try is making sure your CPU is properly seated...

I may or may not have had this exact issue on my most recent build. My fans would turn on...everything was "running".....but it wouldn't post (no beeps), so after about 2 hours of panic induced scouring, I found the culprit. Turns out my CPU wasn't quite seated properly. >_>

Rookie mistake really....but a mistake nonetheless. In my defense, not only was it 5 in the morning when I "finished" building it...it was also technically my first build done purely solo....my older brother helped me with my first 2......which were done in '05 (I was 16 at the time, I started saving my allowance to build it from 14) and again in '08. I built this one last november (2013)...so....y'kno.....yeah.

I felt like a proper dunce once I figured it out, but mistakes are made to be learned from I guess X-\

I remember I once I forgot to plug my CPU power connector and my rig did the exact same as you were describing. I'd check that, perhaps borrow a friend's multimeter and measure the voltage on the CPU power connector when jumping the PSU or something.

bah, that sucks.....I was hoping it would be along the lines of a cable not plugged in.

I had a bent pin myself after I discovered it wasn't seated properly....so I did what any american would do and took a smooth needle-nose pliers to it and bent it back. Somehow....it actually worked! lol...
the bent pin on my front usb 3.0 connector didn't fare quite as well :( I have a couple more on the back though....so it's not SO bad >_>
