    Never heard of 'Lifetech'.

    Is it a PC-compatible wheel?
Does it come with any CD/drivers? Did you install the drivers?
Is the wheel pedals working fine in the Options > Controls > Hardware menu?

Well kinda is for ps2-3/xboxs-360 but it works in pc(kinda), no Cd or drivers didn't download any drives. The pedals work but Sometimes In beam, the acceleration locks sometimes when I put my foot in the accelerator pedal to unlock, I need to Press Up button to unlock but after that My pedal doesn't work I need to reconnect the pedals.

I wouldn't put much hope on unknown cheap wheels

You need to check from the Options > Controls > Hardware menu (or even within Windows - https://www.howtogeek.com/241421/how-to-calibrate-your-gaming-controller-in-windows-10/ - Up to 'Properties', then go to the Test tab)
That shows the raw input the game (or Windows) receives.
If the issue is appearing in there, then the issue is either coming from the wheel itself more likely.
