Im clearly puzzled right now as Im saving 2 different pngs one is an older one I had as in a few months older and the new one is recent as in a few weeks. Im using the same photoshop cs6 and the same nvidia dds plugin but for some reason I can save as dds and when I open the dds both look completely different and I have no idea why I've tried different methods of saving and everything video example of whats happening below.

Screenshot of your DDS exporter settings?

Also the 'smaller' copies are mip-maps.
They will show up if you tell the plugin to load them when you open the .DDS file

That looks different from what I've used.
It looks like you are using a very old version of the plugin.
    Latest is as shown below.

Anyhow, the problem you get is not a problem.
It's simply the plugin loading the mipmaps too, which you don't need.
If you load a .DDS and it asks something about that, just say no.

Yea I get the mipmaps but why when I save the one png as a dds it has the colors on the dds vs the other separate png it saves with that blue staticy look?

Alright so heres what I just found I saved as a jpg file and than saved that jpg as a dds and it saves properly like the PickupRacing88 one but I still have 0 idea why 2 pngs that are same size and everything but made at different dates save differently

I think it's because you are using some really odd format for the .DDS (DDS can have a lot of different formats, and things can go crazy if you don't know what you are selecting).
I cannot help much with that old plugin you are using, as it's a mess to look at.
Get the latest version from here instead: https://developer.nvidia.com/nvidia-texture-tools-adobe-photoshop (06/27/2012)

And then when you save use DXT5 for textures.

I should mention I am using a cracked version of photoshop cs6 and plugins dont install like they would with a legit version. but anyways it only seems to do that blue staticy look on that one png file for whatever reason I just tried it on an American Truck paint and it saved properly like it should which just baffles me.

Reminding you that piracy talk is not allowed there, I don't think that influences how this plugin is installed or its functionality.

Else use free alternatives as GIMP/Paint.net, which have support for DDS (either with plugins, or native with GIMP as far as I remember)

    IIRC, GIMP requires a plugin.

I actually make my skins in Corel Photo Studio and then export them later to GIMP just to convert it to a .dds

You should do the same except use Photoshop instead of Corel
