The second question means things like how devs decided that one of the future cars should be a midsize SUV, should be called Gavril Roamer and should look like a Ford Explorer?
Vehicle artist here, so I'll answer that: I make what I think is necessary to fill the basic vehicular archetypes to make a realistic "landscape" of sorts of believable cars - the kind of stuff you'd see in everyday traffic. I also take input from my peers and the community to decide what to prioritize. I've been designing cars (on paper and eventually in 3D) since I was 5, so I love designing my own cars (inspired by real ones, of course). It works out anyways because if we used real cars, we'd get sued by the manufacturer, and it's harder to make it accurate if you're making a real car, whereas fictional cars can be fudged here and there. EDIT: As for the Roamer, I figured it's economical from a labor point of view to slap an SUV body shell on the D15 frame
