The security vehicles don't have a lightbar but if you press Shift+N (or whatever your lightbar key bind is) the headlights will start flashing on some of them(roamer,fullsize and crown vic), which looks nice but if you want to change it simply go to headlights in the part selector and replace the wigwag headlights
