Configs for CTF 1.31

I made this config pack to try to balance things out when me and my friends play CTF (Capture the flag).

Very likely to get balancing updates (we try to avoid meta configs)

They are not all identical, I tried offering different playstyles.

I have posted this for our BeamMP server, if you have request here, I might not integrate them. (WIP discord)
