It's supposed to be that way.
It's more of a cruising car than an all out racecar.
The engine was designed that way, so that it has power at low end, and cruises at higher speeds.

If i recall correctly, it was actually featured in a modpack, but ultimatley was just left there, i felt bad that it was left to die, so i revived it.
