Yes, there will be the twinsonic on vanilla vehicles. However, for your idea, you are referring to putting flashing lights on the rotator parts, like a rotation function that can alternate with a flasher? I don't know if it's possible to do. I've never tried it and I don't know if I have the skills. Let's say that the lightbar is centered on configuration or customization like the blue/blue, blue/red or clear variants with each custom light. I'm already focusing on adding vanilla vehicles.

The twinsonic will be available in the future for the vanilla cars in the game. Currently they are available for 2 modded vehicles which are the crown vic and the delta88.
