Back in 1980s, Gorkovsky' Avtomobilny' Zavod (GAZ; located in Nizhny Novgorod, Russia) proposed a D-class car that would eventually replace 20-year old GAZ-24 and outdated GAZ-3102 (both are commonly known as Volga), which was released early in the 1980s.

The car was named 3103 and was in development from 1983 to 1990. It was much more fresh-look than old 3102, which has design of late 1960s.

There were also two modifications of the car: AWD GAZ-3104 and elongated GAZ-3105.

In 1994, car was finally released, but production was very slow due to collapse of USSR and new economic policy, known as "liberalisation". Only few thousand cars were produced from 1991 to 1996 (most were produced in 1991), so many Russian people don't even know that it existed. The second reason of unpopularity is that the car wasn't in the first priority, as all the efforts were put in light truck GAZel (still in production), and GAZ didn't care about 3103 fate, which came in 1996 when production finally ceased forever.
