Beta JS' Hillclimb/Time Attack Parts 0.5.2

This mod, when completed, will add spoilers & splitters, sequential transmissions + digital dashboards to all vanilla vehicles that don't already have them, this is still a work in progress so there will be some bugs, any that aren't listed can be put in the discussion thread.

- Ibishu Pessima Gen 2

Known Issues:
- H Series Splitters arent perfect yet.
- Instability within Autobello front splitters when crashing at high speed.
