Justaguy's 30x11 License plates 1.0

This mod's purpose is to add a new license plate format, that being 300x100 mm.
About the format:
The 30x11 format is the weird in-between BeamNG's EU and US format, it's as tall as an EU license plate but as wide as a US plate. This means that it fits on all vehicles that don't support the 52-11 format (like the D-Series). It looks very tiny on some vehicles, but on
others, it fits pretty nicely.

The license plate mesh is available for every vanilla vehicle and some modded ones too, such as the Vertex, CCF, Capsule and Bete.
