Thanks to Beamer XD for making the Skin Helper mod, since I used it for this mod.
It includes: a custom license plate, a config, and the skin itself.
Based off the Lima, Ohio PD car livery (they sometimes use it on some cars now and they new liveries, I know since I live in Lima, Ohio).
The skin is for the Gavril Grand Marshal.
