A very small update that corrects some minor things.
Diplomat plates now have a much more realistic plate generation, only generating realistic number combinations used by real embassies.
Changelog:
- More realistic generation for diplomat license plates. Plates will generate using one of three lists containing prefix numbers used by real embassies
- Gavril Vertex now supports military plates
- Added missing 47x11cm plate to Procyon Centauri
- Added more prefix letters to 2006-present Dealer Plate
- Some other minor things
