      It should be able to modify dirt or gravel. I know it can be ambiguous sometimes whether a surface is a certain type or not, like on Utah where I thought the "dirt" ended up being gravel surface type. So it may take some trial and error to figure out what surface to actually modify. I'll probably combine some of those surface types, so there's less trial and error work (maybe have like an easy mode just for this and make the current setup as an advanced mode).       Holy cow your mod is huge and looks like you put a lot of effort into it! I'm gonna have to try it out soon :D p.s. I'm gonna add more road surface parameters to play with soon after I release an upcoming bug fix update.
