Beta Throttle value (25%, 50%, 75%) on keyboard 1.1

Now u can bind keyboard to specified value of throttle

    So simple and useful, good for cruising/driving legally lol.

    I think 10% throttle option would be nice, 25% is still too much for the more powerful cars.

      i personally use 'e' but for like 25% of throttle for smooth start or crusing
