This add-on provides a "(Previous) Lightbar Lights" keybinding that will toggle through the lightbar states in the direction opposite to the built-in "Lightbar Lights" keybinding.
That way you can toggle from "lights and siren off" to "lights and siren on", from "lights and siren on" to "lights on, siren off", and from "lights on, siren off" back to "lights and siren off".
The default binding to SHIFT + CTRL + ALT + N was chosen because it does not conflict with any existing bindings, but I strongly recommend that you change the default to something that is easier to press.
Finding combinations that don't conflict can be tricky. I personally am quite happy with the following lightbar related bindings:
Lightbar Lights: SHIFT + N
(Previous) Lightbar Lights: SHIFT + ALT + N
Toggle Lightbar Mode: SHIFT + CTRL + ALT + N
