Wisconsin Temporary Plate 1.0

I've been wanting this plate in game for a while now, so here it is!

For extra realism, remove the front plate!

VIN always ends in 505573. Not a real VIN afaik.
Exp. date is always October 31st. It's not realistic because these plates only last for 90 days and they were discontinued last December.

This plate is used on vehicles that either have not been registered in Wisconsin, must first pass an emissions test (in such a case, the plate will last for only 30 days), if a collector or hobbyist vehicle owner wishes to drive such a vehicle in January, or when a new vehicle is purchased from a dealer and metal vehicle plates are not provided..

A temporary plate is free upon registration at a DMV. Metal plates cost $85 a year (excluding hybrid/ev tax)

They are used on vehicle with a gross weight under 8,000 lbs. Trucks must be operated empty on public roads while displaying a temp plate. Semis may carry trailers while displaying a temp plate, as long as the tractor and trailer have a registation.
(So you can put it on a T-Series if you wanted!)

Basically made for being put on crappy cars you don't feel like deserve a metal plate. Or imports, if you want. Or a T-Series. Not a bus, though.

Might update a couple things like the background, fonts and text generation in the future, but seems fine for now.
