Easiest way is just to test it. The other way is to go into \Steam\steamapps\common\BeamNG.drive\content\vehicles to look at the steering jbeam...
NBeditor was a thing but right now the only "visual" way to do it is through Notepad++ :p

It's just caching everything from the ground-up so the first load of a map or mod will take much longer than the next; totally normal behaviour
I don't think it will be possible without writing custom code just for that
