how do i download this i downloaded the file but it doesnt appear ingame?

i put it in the mods folder and that didnt work so i moved it to the repo folder
im new to mods and ive done everything beamng has told me to the mod is in mod manager in game and shows up no picture and description unnavaible...
how do you download this bc I can't find it on the mods page on the game?
