0.16.0.3 Decal Road Fixes - Fixed, AND thank you for the other secret update

    Secret update being:

    When you edit the terrain the decal roads no longer try to update constantly, and wait patiently while you do it and THEN update once you're done. I used to go insane having 60 decal roads near the terrain that I was modifying, especially on a 4k map it went berserk. I guess that's what ended up breaking the layer ordering in the last update?

    Regardless, layer ordering fixed, AND terrain can still be modified without being bogged down by redrawing all the decal roads!
