0.19 update broke game

    I downloaded the new 0.19 update (with the new cars and updated island map) a couple of days ago through steam, and have not been able to play since.

    After the update, I got the 0x5 error (access denied). I changed the folder permissions, ran the folder repair, cleared download cache, and verified game files. The game file verification found 3 files that needed to be re-downloaded. The game entered the download queue, and would download 6MB of game files before saying update paused. Clicking resume just started the loop over (resume -> downloading 6MB -> paused -> etc..)

    I uninstalled the game files and re-installed. Once game was finished re-downloading it would say paused and enter a new loop (Resume -> verifying game files -> Paused -> etc..). If I launch from the download menu (by pressing play) it will tell me there are corrupt download files, but the verification succeeds every time. This is where I'm currently stuck and so far I have...

    - Cleared download cache multiple times
    - Verified game files (completes within seconds and says success)
    - Repaired download folders
    - Shutdown anti-virus AND added beam folders to exclusion
    - Re-installed multiple times and manually deleted leftover files/folders
    - Changed install locations (was on D:/ now on C:/)
    - Changed download location to a different server (twice) to out of the country

    Nothing makes a difference. Has anyone else had issues with this update? This is probably better asked on Steam forums.... but I figured I'd see what you guys say. I've never had an issue since the game released and I play it regularly...

    It sounds like that your Antivirus is deleting files from the game installation by mistake, which is causing Steam to loop the download and the other issues.

    Please re-check the exclusion and/or try to exclude the whole Steam folder.

    This will more likely not be fixed until your AV stops blocking the game/Steam for good, which is probably still doing somehow.

    Only after you checked above please follow the instructions in here to let Steam attempt to fix the installation from the deleted files:

    I pulled the exclusion back to the root Steam folder just to try it. It doesn't make much sense since all my troubleshooting has been done with Defender, Malwarebytes, and Avast disabled. Avast WAS blocking the .exe file previously, but hasn't been since I added it to the exclusion.

    However, backing the exclusion up made a difference. Now, I am getting the "Missing file priviliges" error once downloading is finished. Same paused/resume loop as before. Tried clearing download cache, repairing folders, etc.

    When attempting to launch directly from the .exe I get "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item". This is the same as before, but when I try to launch as Administrator I get the exact same error instead of it telling me it's a virus.

    I also tried manually changing the file permissions. Every user and group has full control.

    I'm pretty sure it's not recommended to have so many different AV installed at the same time, They will more likely caused lot of confusion and problems than help.
    Avast may still be messing with this, blocking Steam itself (which needs to manage the file).
    Try to extend your exclusion to the whole Steam folder.

    I am also having an issue with the game after 0.19, but it is.... different. When i get in game nothing on any of the cars works. The UI is fine, cars still get damaged fine from what i could tell without being able to drive, but the car doesnt even turn on or have a usable parking brake. I have checked the parts and engines and everything is installed. When i spawn up a car i can turn it either.

    Usually caused by some mod breaking core files, which is a bad thing.

    i got the game to work but thanks for trying to help (it was a mod tho, so u were right about that)
