in real life you can get hubcaps for piaggio ape which is here pigeon. pigeon itself has no other type of wheels so for better look it should have hubcaps like this:

Those are two very different cars. The pigeon is more like a reliant robin.
Take the steering for example, the Ape has a steering system similar to a bike, but the pigeon has a steering wheel and belt driven steering, way more complex (and fun :D)

and ridiculously designed :p Turn right, the contact patch of the wheel moves right and as a result the centre of gravity is off balance biased towards the outside of the turn. If it was pivoted from the front then it would be biased into the turn. The reliant robin I think is pivoted from the hub so doesnt shift much, the piaggio ape pivots around the front forks so again does shift.
Contributes to the pigeons hilarity I guess.

It would look dumb because the front wheel is connected from both sides.

If you watched Top Gear's Reliant Robin, the front wheel acted like a normal four-wheeled car. But their Robin was modified to flip over on the slightest turn; thus making it VERY unsafe.
