A Friend Of Mine's Specs

So, my friend asked me if he can get my help on where to download mods. Sadly, he uses a way older version because the newest versions lags a lot. I asked for his specs and this is what he sent:

Processor Intel(R) Celeron(R) CPU N3060 @ 1.60GHz, 1601 Mhz, 2 Core(s), 2 Logical Processor(s) 4GB Ram.

He already bought it, so he can't exactly not refund it if it doesn't work, but he said that the laptop lags even on the menus.

I am really just curious of how good, or bad his laptop is. Thanks for the help in advance.

If it isn't that good, do you think he could get something cheap but effective?

 

I mean, that's just total garbage, fam. That's like bad windows tablet specs. You aren't gonna play this game on that.

 

500$ laptop is not for gaming. but a 700$ budget build desktop well maybe there is hope for low and medium seting

edit: hoo and by the way the menu is laggy even when it show 60fps.
