Possibly for drunks that have had their license pulled and can now only drive with tractors. Same here with so called Moped-cars (only they have 50cm³ 2-stroke engine, limited to 40 km/h).
this is really neat. i had a mate with a volvo 740 that looked pretty much identical to this. he had some trick gearbox so he could go a lot faster than 30kph when he felt like it
