Action chase and wind bugs

So, I was trying to get the Hustle and bustle achievement, which I have tried periodically to get, but I've had missions glitch out every time, but this one seems to be due in part to my own hubris. I got a score of around 214 ish on the action chase level my first attempt after getting the bump, so I decided to retry. welp, that appears to have broken the AI for the Barstow since it keeps crashing into the first greenscreen barrier in the first jump. I ended up skipping the level.
Also, there is an issue with the wind app and traffic. it seems like wind generated by the app including the 470 mph winds have no effect on traffic that has respawned due to the player location moving. This effect (or lack thereof) appears to persist until the wind changes direction or magnitude using the app. I will admit I used a mod to illustrate this, as it's a little difficult to take screenshots at 450 mph and the CRD monster truck is too heavy for the wind to pick up.
Yes, I know I haven't cleared my cache, that's probably not the issue here.
I have Win 10 64 bit, a GTX 1060, i7-8750H, etc....
