AI Chases the wrong car

I have noticed that if there are 3 cars, and all 3 are set to chase one car, one will chase the wrong car. Does anyone else have this issue or is it just me? It is very frustrating, and AI is unusable with more than 2 cars. :\

 

As of what I know, it happens on the WCUSA freeway most of the time, near the toll booths.

 

I had this problem before the update to, with the parking garage mod, the cars that was chasing would start to reverse instead of chasing the lead car, if I had more then one car chasing at the same time.
