AI not using Nitrous on the drag strip, throttle doesn't reach 100%

I'm trying to test different tunes against different vehicles but I can't test run a nitrous vs nitrous tune because the AI isn't using the nitrous. The Nitrous Oxide System is armed & the minimum gear is set to 1st and the minimum RPM is set to 2000RPM, the shot size is fixed at 150kw (non adjustable). I have the on-screen pedal app and I noticed the AI isn't using 100% throttle like it should, it's only using 98%-99%. Every time it shifts up it'll hit 100% throttle but that's only for a fraction of a second then it holds at 98%-99% throttle, so that would explain why the nitrous isn't being sprayed. But how do I fix the issue where it doesn't hold at 100% throttle during a drag race? If I can't fix that issue then could I edit the minimum throttle for the nitrous to engage at 98% throttle instead?, if so then how?

 

yea same, for some reason i made a drag strip race and my hirochi didnt use nitro.
