AI Traffic using wrong decalroads

I have found that some AI crashes may be caused by the AI trying to drive on incorrect decalroads. For example, here is a car trying to drive on the decalroad which represents the dirt by the side of the road:

I believe this is the traffic attempting to use the 'dirt by the side of the road' decalroad as it is technically a shorter route to the destination, but I'd like to know what the actual issue is if I am wrong.
