Always safe mode in World Editor. Maybe someone knows the solution

I use the latest 0.23.5 version.
My world editor always loads in safe mode. I was cleaning the cache and also load the game in Safe moe too. I checked the game through Steam. Everything is fine. I load the game in Safe Mode and also the World Editor in Safe Mode.
I am using the latest version 0.23.5.2. I put in a few mods but in safe mode, the editor is still in safe mode anyway.
How do I turn off Safe Mode in the World Editor?

Today I completely uninstalled the game and re-installed it.
The problem remains - the world editor is in safe mode.
I also tried shift + ctrl + F10, and if you call the old editor twice but press cancel, then the world editor appears in normal mode.
but! When I exit the editor, cameras 1,2,3 stop working and the Esc button stops working and the game starts to slow down.
